Poor people are disproportionally affected by natural hazards and disasters. They are more exposed to disasters meaning they are more likely to be affected by disasters than others; more vulnerable – they tend to lose a larger fraction of their assets and wealth; and are less resilient – they have a lower ability to cope with and recover from disaster impacts. There is a vicious circle between poverty and disaster losses: poverty is a major driver of people’s vulnerability to natural disasters, which in turn increases their poverty in a measurable and significant way. Therefore, NAMCO is of the strong view that disaster response and management can be a powerful poverty reduction tool. Nagapattinam district is particularly prone to cyclones and floods.
